- This chapter argues that the social work pioneers who were predominately Euro-Canadian women, championed a broad vision of child welfare beyond removing children from their homes, but were not consistent in their application when considering child welfare for Aboriginal children who were largely institutionalized. The authors suggest that the division of power between federal and provincial governments accounts for the dual policy, and a model of child welfare entrenched in individual pathologies and approaches that evolved.
